How is DLC going to work in the states? Technically they can go back and add some of this stuff in before releasing the cart, given that it hasn't been released yet. Doubt they'd do that, though.

I wouldn't count on it. There wouldn't be anything to gain from doing that and it goes against the reason why the DLC was made in the first place.
That...is not how I pictured Celica. She's supposed to be elegant and wield a sword and not be a loli. I can understand doing something different with Eirika since she's not a particularly unique character, but Celica should at least retain the sword/magic combo, even if it means being a strategist who can't class change.

Hardly any of the DLC characters are depicted close to their original incarnations, though.
You can use a Change Seal on literally any character in the game to another regular class, so no one is truly locked to their initial one. This applies to both Celica who can be changed to a Dark Knight (mounted unit with sword/magic) and My Unit, the Strategist or Grandmaster who can be changed to pretty much anything that isn't a special class.

When we got Marth who is cute as a girl, you shouldn't expect them too be too much like their old designs...
With that out of the way, this girl looks like she would be an awesome spellcaster in YGO. Especially when the new SpellBook monsters come out...
To be fair, Marth was never particularly exemplary of masculinity in the first place.
