That's not evidence of anything. Plans can change. "Making sure" isn't definite.

Would that mean they didn't learn from the Wii and 3DS launch to have every feature and functionality at launch? Then again, it did take them nearly 2 years for voice chat on the Wii...

Even though Iwata said that not all the console's features are going to be available at launch, the MiiVerse had been promoted with NSMBU for at least 50% of the times...The game is a launch day title.
I would assume that the MiiVerse is going to be there, at launch!

Not really proof of much. I think Miiverse will be up at launch, but beyond that I don't really know what to expect.
