Even though Iwata said that not all the console's features are going to be available at launch, the MiiVerse had been promoted with NSMBU for at least 50% of the times...The game is a launch day title.

Not really proof of much. I think Miiverse will be up at launch, but beyond that I don't really know what to expect.
This is stuff we already knew that they said but like others here have said, plans can change.
