No, Iwata said the Wii U Pro Controller will be available for a separate pay-fare during the Nintendo Direct. Re watch it again if you didn't notice it the first time. It will probably come bundled with one Wii U gamepad and either Nintendo Land and/ or Super Mario Bros U.
