That makes no sense at all. If anything, the days (or revolutions) another planet has doesn't effect the earth's rotation.
I will try to use an example.
You go to another planet. (given)
It's rotation is slower. (given)
It is the same principal as having a wrist watch that is slower than everyone else's wrist watches. Time is passing regularly, you just see it differently. Nothing is time traveling.
Or as my friend says, "Time travel is as easy as turning the hands on the clock:"
Time is man made.
