This size limit is pretty good imo and I bet it will be lifted once nintendo adds retail games. But if not then I'm guessing that Nintendo won't be bringing retail games that is over 2gb--metal gear and revelations to the eshop in the future.
The only other restrictions i see is that nintendo does not allow third party to offer free stuff on eshop thus forcing konami to provide a paid application of love plus to transfer data over to the 3ds game. Also Nintendo doesn't allow price drops which is unfortunate.
