Indeed, this is supposed to parody Godzilla VS King Kong, that's why they are drawn that way.

Edit: Actually, another look and it seems far more likely this is parodying the scene in King Kong where Kong fights the Tyrannosaurus looking dinosaur while what's-her-face the love interest is in danger of being eaten.

I don't think it's poorly drawn, I just really don't like the black limbs, contrast is too high... and Bowser's pose is too weird (for a still picture). That, and DK's face is a bit too flat for my taste, I think the rest of the style is okay!
