I'm looking at the tier list right now, and here's what I see:

-6 BL
3rd gen technically had the greatest amount of usable pokémon, but considering more than half of them were BL, I would argue that 4th gen had the best balance. OU, BL, and even UU creatures are pretty close to each other in terms of possible strategies. Of course, a team of 6 UU won't stand a chance against an all OU set, but many people use the various creatures from lower tiers in order to complement their more powerful pokémon. I once lost a Gyarados and Machamp to Bibarel. In 5th gen, it seems that using UU or even BL in an OU battle is out of the question because the gap between the former two and the latter is huge.
