Tezuka wanted to make a Mario Paint follow-up for Wii U, but it turned into Super Mario Maker
So it came to light at tonight's event that Mario Maker arose from Takashi Tezuka really wanting to make a new Mario Paint for Wii U.

For those wondering, this info comes from the Super Mario Bros. 30th anniversary event in Japan, which was attended by Miyamoto, Tezuka and many other Nintendo bigwigs.
