Rom hacking isn't all that easy, but I wouldn't be surprised if they manage to do that.

I would imagine that it's a Rex because Rex has far less animation. Would probably be harder to hack in a Luigi with all the little things you'd expect him to do. With Rex he just walks and jumps.
