I wonder if they'll ever get to the point where they can completely make a new character. Or at least make the assist trophies into characters or something.
I don't see the point to most of these hacks on Brawl. This one is there pretty much to prove they can do it, and even then, its not that impressive and I'd never use it.
Someone is working on what is being called a clone engine, which will allow for character icons on the character select screen to be duplicated and when you select that duplicate character it will load the new character instead. So once that is done you can have Jigs with all her costumes and wisp.
We haev been able to do that for a long time, its a simple texture replacement. However, until the clone engine is completed (explained above) or unless you want to replace jiggs all the time its just not worth doing it.
This is a completely new character. It just happens to replace Jiggs at this time. And if you mean model hacking, that should be done in a month or so as long as no more problems are encountered.
@Everyone saying its over powered. Keep in mind that wisps moveset is designed to be used in regular and balanced brawl but I was demoing it in brawl+ 5.0. He is much less broken if played without brawl+.
Once model hacking is complete, players will be able to modify models, attacks, costumes and everything else, meaning that it's not just to "prove they can", but because some people want to be able to create entire characters eventually.
Also, it's no different from people creating hacks for FPS and western RPGs. Why do they do them? Fans just like creating things for games they love and sharing them. Or keeping them to themselves. But overall, they just want to add.
People want to add Mewtwo back in, and Roy. People want Geno in the game. This is for those people.

I don't think they can/bothered to change the actual icons for selecting characters, but that's because it doesn't change WHEN you pick the character. Also, I don't know that names would be relevant until they can clone characters to different spots on the roster.
I thought this was an attempt at a fair character, until "9 jumps, Up-Special, Down-Special, 'oh, I forgot to mention you can charge the Side-Special', and it all comes in a Jigglypuff sized ball".
He does need a few less jumps, but the Up and down B's are not that broken. Both require major startup time and the Up special actually doesn't do damage unless your like right in the middle of it, and it doesnt help him recover.
As for the side special, the charging is done in an unconventional way, instead of holding the button the move charges a little bit ever time your turn around in your dash or your lower your shield.

They need to make a way so that these custom movesets only affect a color rather than the whole character. I like playing Jiggs.

Wisps are elemental spirits or fairies in folklore. They are commonly used as enemies in RPG's. And as someone said, Navi is kinda a wisp.
