Mario Kart Tour - content update for April 1st, 2020

[Tours] Part 2 of the 14th Tour, the Hammer Bros. Tour, is now live (available until April 8th)

[Pipe] The 2nd Hammer Bros. Pipe is now available. It features the following: Fire Bro, Ice Bro, and Blizzard Balloons (available until April 8th)

[Store] The following Packs are now available in the Store: Value Pack, Dry Bowser Pack, and Dark Clown Pack (available until April 8th)

[Issues] Another issue is currently impacting the game: When using Hammer Bro., players do not receive the Hammer special skill from item boxes. We have confirmed that players will receive the Hammer special skill during Frenzy mode (added on April 1st)
