Pokemon Rumble U does not include region locking on figurines
If you want Pokemon Rumble U to work on your NA Wii U, you'll have to download it off the NA eShop. If you want the figurines for the game, it sounds like you'll be able to get them in any region. Enjoy some Japanese toys on your European game, or some NA toys on the Japanese version!
