Namco Bandai says One Piece Unlimited SP Cruise couldn't fit on one 3DS cart

A lot of people are still upset that Namco Bandai is splitting up One Piece Unlimited SP Cruise into two titles for its 3DS release. Namco Bandai has discussed the matter a bit, stating that they simply couldn't fit the full game on one cartridge. It also seems that our understanding of cart sizes may not match correctly with the standard terms you use for PC storage sizes. Do you think it's a bunch of bull or is there some truth to all this?
